To create a good looking, well designed website that conveys the values of the organization and is simple enough that a non-technical person can update it.
I understand that cost can be an issue for ministries and I base charges on a per page basis. The general goal is to set up a website that the ministry itself can update instead of paying someone to do it for them. I do also maintain websites as well and would be willing to trade for support on the missions field.
To reach these goals I use a free, open-source web application called Textpattern. Textpattern has an easy to use interface but also has the flexibility to do many things. Updating your site is similar to writing an email, you write your text in a box, pick where it needs to go and then hit publish to save it. Check out some pictures of the interface below:
